POLITICAL TRIBALISM... If you've ever wondered what percentage of voters think for themselves when it comes to public policy matters, and what percentage just robotically follow whatever their party's leaders happen to say, then check out this little tidbit from the new Pew poll:

[I]n the wake of the news that President Bush has authorized the National Security Agency (NSA) to monitor Americans suspected of having terrorist ties the issue has become more divisive. Today, Republicans are twice as likely as Democrats (37% vs. 18%) to say they favor allowing the government to monitor their telephone and email communications. This marks a 15-point increase in support among Republicans, and a nine-point drop among Democrats since 2002.

CORRECTION: Sorry folks. I somehow misprinted the year. It's since 2002, not 2000. I've corrected the post accordingly.

It's important to keep in mind, though, that Republicans tend to be the outlier in these things: Is and Ds are typically much closer than Is and Rs. It's Republicans supporting whatever their president does that's the unique feature of today's politics, not, as the media and conservatives like to say, the "Bush hatred" of the Democrats.

I suppose some GOP idiot would respons by saying that they are more patriotic because they are more likely than Democrats to give up their own privacy for the sake of the war on terror. Of course, nowhere do we have evidence that random wiretaps serve any purpose in fighting terrorism. I suppose that Republican are just more authoritarian than the rest of the country.

If we suggest there may have been movement by Republicans and Democrats towards more stringent security measures (not necessarily the same movement) after 9/11, then the result of this survey could very well really show that Democrats are more tribal on the issue, if we had comparable numbers from 2000 to 2002 to 2005.

Personally, whatever the reason Democrats are standing up for civil liberties, I consider us fortunate.

The Republicans feel they have less to fear: their man is in power. Democrats have more to fear: a partisan president is in power and has stated that people who disagree with his policies are dangerous. (Iraq, Afganistan, War on Terror...)

I wasn't following politics earlier, but how was the Clipper chip perceived under a Democratic administration?

The thing that disturbs me is that 9% of Demcrats have become more concerned because we have a Republican administration.

And I have little doubt that there are many Republicans experience cognitive dissonance at the moment, and thus at least initially giving support for more onerous wiretapping. Luckily for us, I really don't think this reaction will last, especially once the libertarian and small government conservative faction dissent starts really disseminating amongst the faithful.

I've always perceived Republicans to be more authoritarian than believers in small government. The reason they claim to support small government is because they see so much governmental largess going to people they deem unworthy, i.e. the poor, minorities, etc. Republicans, and particularly conservative Republicans, are more interested in preserving traditional nodes of power. Economically that means big business. The risk of a threat to big business is a slippery slope toward communism (or agrarianism as their 19th century forebears warned). Civil liberties only matter for the wealthy who can live behind large fences. Another important node of power is organized religion, because it also has a strong authoritarian streak in it. Traditional Christians are much more concerned with social decay than they are with social justice. Thus, it's no surprise that conservative Republicans would favor more governmental interference in private life.

And is that lawful warrantless wiretapping, or are they in favor of allowing unlawful warrantless wiretapping (because the president should be able to break the law to protect us from terrorists).

Important distinction. Any discussion needs to take these subtleties into account, or you're wasting time.

Other Republican factions like the fundamentalist evangelicals generally have no problem with expanded authority and diminished liberty, unless Satan is in the presidency, in which case they lend rhetorical support to libertarians and small government conservatives, but only temporary until God's representative can be placed in that expanded authority.

There is more to it than wiretapping and email prying! in todays KC Star, there was an article about a professor at KU who received a letter from a collegue in the Phillipines right before Christmas, and it had been opened and re-sealed with green "homeland security" tape. (KU and Lawrence are the bluest island in red Kansas, BTW)

No matter the actual agenda of the party, and its overall impact, they cannot escape that through their rhetoric they create true believers, and/or lead people to give great weight to arguments about limited government, which are abundant and easily found in our constitutional history (being the bedrock of our system and way of life).

Thus, is they overtly do things that quite clearly contradict these ideas, the followers and faithful have to decide what they're really faithful to, and I've already seen plenty of evidence of schisms within the Republican party base.

Of course, you have to look beyond the bloggers for this too, since the administration supporting right wing bloggers are nothing if not slavishly loyal and immune to intellectual honesty or principle.

I agree though that the trend within the Republican party is a shrinking of the classical small government faction in favor of an expanding conservatarian faction that really just represents the wealthy and middle class most frightened at the modernization and increasing violence of society.

It may simply be a matter of trust. Republicans didn't trust Clinton, because he lied about sex. Democrats don't trust Bush because he lied about the TANG, his drug use, "compasionate conservatism," his Christianity, the War on Brown People, Valerie Wilson, firing Libby and Rove (re: Wilson), yellowcake, WMD, Social Security, and anything else that his handlers put into his empty little head.

I agree with the posters above who suggested that Republicans would have answered this question differently if a Democrat were in the White House and the Democrats controlled Congress. So, their answer doesn't depend on whether they accept the idea of warrantless domestic surveillance in the abstract but it does depend on who's controlling the government.

Obviously, the Republicans trust Republican politicians to monitor their communications but not Democratic politicans. That seems stupid to me because I wouldn't trust either political party with that kind of power. So much for those wonderful Republican "principles," huh?

Doing the math, this means that in 2000 -- well before the advent of 9/11 -- 22% of Republicans favored Big Brother intrusions versus 27% of Democrats. This is what I would expect to see due to libertarian and John Birch influences within the GOP. Since 9/11, it appears that the Democrats have overwhelmingly become the party of freedom, liberty, and justice for all. Interesting...

There are demonstrably some Republicans who "robotically follow whatever their party's leaders happen to say." Some of them, like rdw and conspiracy nut, post comments on this site frequently, and it is very obvious that they are merely regurgitating verbatim whatever the Republican Party propaganda of the day (as transmitted by Rush Limbaugh, Fox News, etc) happens to be.

However, this poll doesn't necessarily show that. It might show that Republicans genuinely favor authoritarian government.

The polls were actually done in August 2002 and January 2006. Several comments highlight the date, the dates are significant in being after 9/11 not before.

The Democrats need to do a better job telling voters what they stand for -- they need a message. Amazingly, this shouldn't be too hard nowadays. I'm really beginning to think that the Democrats should 'market' themselves as the party of the US Constitution and Rule of Law. A smart high-profile marketing campaign via teevee, newspapers, magazines, and bloggers should talk about how Democrats believe the Constitution to be a Sacred Trust that must be preserved and respected, and how government officials must honor that trust with exemplary behavior -- something that Democrats do relatively better than GOP congressmen, operatives, and pResidents. This campaign could go a long way to branding Democrats as the party of the Constitution and Rule of Law.

In Sillicon Valley the Clipper chip was widely seen as one of worst excesses (if not the worst excess) of the Clinton administration. (Mostly advocated by Gore, if I recall.)

I say this as somebody that worked in high tech from the beginning of the Clinton administration. In 1996 I queried my coworkers about the president, and a surprisingly high percentage of the respondants were generally pleased with him, but mentioned the Clipper chip specifically (critically). (Admittedly a small sample. But I was surprised at the time by the level of interest in it.)

I strongly suspect that were a Democrat to spy on Americans many Democrats reject him/her (I among them).

GOP support for warrantless surveillance is simply defending Bush the Trusted Leader, a knee-jerk sentiment whipped up by the right-wing radio and media machine that always protects his ass. It's no surprise that the hard core would trade anything for their boy, including their much prized "liberty."

We see it here, even among the glibertarians: "Sure the Iraq war will cost the government a trillion bucks, but don't expect me to sacrifice so much as a single tax cut for it. My rights are a different story. No problem. Lose 'em."

Lest people continue to take the 3,000 out of context and how much they are willing to trade.

For the record, tobacco smoke kills well over 400,000 Americans every year and an estimated 30,000 - 60,000 non-smokers every year. More non-smokerers die from tobacco smoke in America every month than died in the attacks on 9/11.

In the realm of civil liberties, how does the right to smoke compare with warrantless spying and the many other measures taken in the war on terror? The efficacy of such measures and weather is highly questionable compared with tobacco measures and so far the war on terror has probably cost a lot more American lives than saved if we had continued with similar measures in place prior to 9/11.

Kinda funny how that argument turned out for you, Al, now that it's been made clear that the first poll was conducted in 2002, not 2000.

So, it looks like over four years after 9/11, the Republicans anyway are quaking and shaking harder than they were about a year afterwards, and that the Democrats are actually less frightened.

Looks like Republicans are, pretty much even by your own account, total spooked gutless wonders, since even you admit it's fear that makes them so eager to give up their privacies.

Of course politics is tribalism. That's the whole point of it, isn't it, to gether around you people who stay true to the "colours" and the "flag" and the party? And unfortunately for the United States, y'alls only have two tribes of any importance, and each tribe makes sure no new tribes of any credibility form. The Democratic Party and the Republican Party and the partisans who belong to each are two sides of the same coin. If you want to change the way politics works in the US, you would need to change the coin of the realm. And maybe make it more than two sided. The American Experiment is shoing that comptetion is stronger than cooperation. But by edict, the two tribes at constant war with each other in the US will always be at war. For those old enough to remember the original Star Trek, think about the black/white race at war with the white/black race. The only solution in the end was to have the two protagonists be locked together in battle, forever, into eternity, to save the rest of the world. The only way out of this tribal mess the US finds itself in is to invent an additional tribe that is jsut as strong as the others. And then, we will see the beginnings of cooperaqtion and coalition, rather than competition.

Just to reiterate what should be an obvious point after the date of the first poll was corrected to 2002, instead of 2000.

The natural human response would be to be more frightened about an event a year or so afterwards than four full years afterwards. The decline in the Democrats willingness to give up privacies in the face of whatever fear they experience would correspond to that.

But how do you explain the huge INCREASE among Republicans, after this interval?

Intellectual slavishness is one explanation. Abject, neurotic, hysterical fear is another.

Since his quote "The only thing we have to fear is...fear itself" was uttered at his first inaugural on March 4, 1933 -- more than 8 1/2 years before Pearl Harbor -- we may never know. Chances are, though, if Roosevelt had said "Be afraid. Be very afraid!" when taking office, we might have had more Bonus armies, more radicalism on both sides (Huey Long on one side, Father Coughlin on the other), and the road out of Depression would have taken far longer to travel.
