Bush failed New Orleans and the nation. He is suppressing the record of his failure for the same reason that he is hiding evidence of his close connection to the GOP Gangster Abramoff, who served on his 2000-2001 transition team, donated his executive secretary to Karl Rove, and raised major funds for Bush-Cheney 2004, at least 94% of which the Bush-Cheney committee is keeping.

As with his drunk driving arrest, Bush thinks if nobody knows, he didn't do it.

I'd venture to guess that most people in this country don't care who was to blame for the sorry response to Katrina. They just want answers. And they want New Orleans fixed ASAP with a minimum of corruption and cronyism.

As with most scandals, it's the response that sinks an Administration, not the actual act itself. Rove and Bush are pretty tone deaf if they don't fess up, let the chips fall where they may, and move on. This is a loser issue for them.

I also wonder if Rove is still in charge of the reconstruction (despite his long resume of no work in aid organizations, just like Brownie) and how that's going. Not much of a peep in the media. My hunch is that there's a lot of corruption, some of it planned.

Probably not going to happen with Congress, but "bad publicity" would definitely play a role in the release of the information, but this would take a sustained public relations effort by the Democrats, and a little moxie from the compliant mainstream press.

I'm not enthused at the prospect, but just the refusal to release the information can be used to devastating advantage, if framed right with the larger platform, in the upcoming elections.

Contrast: Governor Kathleen Blanco turned over some 100,000 documents, including all of her office's emails in this time period. The documents have been available to the public for quite some time. You can even go read them at the Times Picayune website. She forked them over, and duly took her abuse over the emails showing that her PR staff was writing emails about *gasp* PR.

Tim, the day of the hurricane they thought it was Cat 4 when it hit.

But having worked at FEMA - anyone with any disaster experience knows that you watch the levees like a hawk when the big rains hit. Even a small break can be catastrophic. And you know the whole system can't be perfect.

But as Harold Meyerson pointed out this morning. The biggest issue isn't ideology. It's simple competence. If you don't hire people with disaster training to run a disaster relief agency they're going to blow it. If you don't hire people who have studied re-building a war shattered country - they're going to blow it. If you don't pay attention to terrorism experts, you're going to get hit. etc.

And all this hiding is just trying to evade that simple issue: competence. Certainly not sexy - but it should be our first question in politics. Does this person have a clue what they're doing?

Let's get the timeline right, 'folks'

August 28. Katrina reached its peak at 1:00 p.m. CDT (1800 UTC) with maximum sustained winds of 175 mph (280 km/h), gusts of 215 mph (344 km/h) and a central pressure of 26.64 inches or 902 mbar (hPa). The minimum pressure made Katrina, at the time, the fourth most intense Atlantic Basin hurricane on record. (Hurricane Rita and Hurricane Wilma in 2005 would later surpass Katrina in the same year.)

Going into August 29, effects could be felt along the Gulf Coast. The center of Katrina was about 200 miles (315 km) away from the mouth of the Mississippi River. Tropical storm-force winds extended 230 statute miles (370 km) away from the center, and hurricane-force winds extended about 100 miles (165 km) away.

Overnight on August 29 and into that morning, Katrina began to enter another eyewall replacement cycle and its maximum winds quickly weakened. However, storm surge remained high because large waves at greater than 30 feet (and up to 55 feet) were generated beforehand when Katrina was at Categories 4 and 5. The waves combined with the storm surge of a large Category 3 hurricane.

So if the administration was handed a report at 1:47 on August 29, 2005, based on what I just posted, what thinking person would be able to conclude that these people did nothing in the face of a major catastrophe?

Tim Worstall -- Katrina was a cat 5 shortly before hitting land. When it hit land it was thought to be a cat 4. It was later downgraded to a cat 3 in post analysis. But it is wrong to think that these categories are cut and dried divisions or that all hurricanes of a particular category are alike. Furthermore the amount of damage they do depends on the storm surge and the angle that they hit the particular levee, etc. Katrina was an enormous storm that was clearly going to do tremendous damage to New Orleans and the whole Gulf coast.

I was going to make a similar point. When the planning and staging should have been going on, it was clear that Katrina was probably going to be a 4 or 5. It weaked toward the end, but no responsible responder should have planned or acted on that assumption.

Bush's biggest problem is his distain for competence. He runs the white house as an extension of his campaign, and he uses government positions to pay off campaign workers. The assumption is that party loyalty is more important than competence. That might have worked early in the country' history, but ever since at least 1929 it has been painfully obvious to everybody that competence in government is more important than patronage and loyalty.

There's also the pesky matter of the US Constitution, which requires probable cause before a warrant can be issued. The President and his friends apparently believe that the war on terror isn't serious enough to justify a change in military priorities or a tax increase, but does justify suspension of the Constitution.

As a New Orleanian whose home was flooded due to the incompetence of the federal government, I am tired of the finger being pointed at local officials.

How do you think local officials are going to be able to respond with 80% of the city under water? The governor and the mayor are far from perfect, but they certainly did better than FEMA or President "Flyover" and his cronies.

NASA reported yesterday that 2005 was the hottest year on record. In descending order, the years with the highest global average annual temperatures were 2005, 1998, 2002, 2003 and 2004.

Drew Shindell of the NASA Institute says, "It's fair to say that it probably is the warmest since we have modern meteorological records. Using indirect measurements that go back farther, I think it's even fair to say that it's the warmest in the last several thousand years."

Mainstream global warming projections for the 21st century are in the range of 6 to 10 degrees F (3 to 5 degrees C), which Shindell says "will really bring us up to the warmest temperatures the world has experienced probably in the last million years."

There will likely be one or more Katrina-size hurricanes in the Gulf region every year, for many years to come, fueled by the increased energy available from warming ocean waters. In our lifetimes, it is probable that the entire Gulf region will be permanently uninhabitable, and even permanently underwater.

When you look at the Bush administration's negligence, incompetence and corruption in responding to Katrina, keep this in mind: you ain't seen nothin' yet.

Me- Would you like to go out to dinner Saturday?
Girlfriend- Yes. OK with you if my friends Dick & Jane join us?
Me- Sure.
Girlfriend- Dick will meet us at the restaurant, Jane will drive with us to the restaurant.

Three of us drove to restaurant. Dick not there. Due to the length of wait for a table, Jane tells two of us to go to restaurant B and when she hooks up with Dick, they'll join us.

Long story short, girlfriend and I ate alone, Dick & Jane never showed up. Comes out later, Dick changed his mind unilaterally and decided to go home without telling Jane or anyone. It took Dick 2-3 days to admit to Jane that he screwed up. Dick is unable to explain or talk about why he did what he did. And, he is--based on my limited experience--a perfectly nice person.

Moral of the story:

Communication skills & introspection are not a given. They need to be learned. And the prospect of admitting error, even to oneself, can be extremely threatening.

That's the connection to tbrosz. It applies to all of us, in varying degrees.

The president is going to decline all day until Congress gets reasserts itself as a second branch of government. The public has a right and Congress has a duty to protect us from the mistakes of the past.

Sounds like the administration is dragging its feet just like they did during the creation of the September 11th commission. Apparently, accountability is reserved for average American phone calls, not politically appointed bureaucrats.
