INVESTI-GATE....Republicans are already raising money from their true-believer base by warning them that a Democratic victory in November will mean nothing but endless investigations of the president. The mainstream press has picked up on this theme too. So does that mean Democrats should avoid the subject for fear of looking hyperpartisan? I think Zack Roth gets the answer right in "Investi-Gate," in the June issue of the Monthly:

Democrats might wish they could avoid talking about their investigative plans. But if they do, the press and the GOP will raise the issue for them, and they'll frame it around the prospect of impeachment. So Democrats might as well meet the challenge head on, and spend the summer making their case. Of course we'll vigorously investigate the administration if we win, they should say. And we'll do so the same way previous Democratic Congresses have investigated GOP presidents: shoulder-to-shoulder with honest Republican lawmakers willing to put country before party. The fact that the current GOP leadership chose to abandon the great American tradition of bipartisan Congressional oversight is no reason Democrats have to follow suit. Instead, they should embrace that tradition, with the faith that if they do, the president will get the legacy he deserves.

Read the whole thing. Done right, a promise of oversight can be a powerful campaign issue. Done timidly, though, it's a sure loser.

Why not use the GOP parameters here?

The GOP congress spent $70 million and five years investigating a real estate deal, which took place before the Clinton presidency, in which Bill Clinton lost money. The result of all this investigation could be summed up in one sentence. No crime was found to have taken place. A single unfounded accusation was enough to occupy dozens of investigators and attorneys for years.

This means that the GOP standard for investigating presidents is that no crime is necessary to invoke a lengthy investigation. Investigations can be conducted just to SEE if a crime can be pinned on the president.

Should that standard be applied to, say the Harken trade, or the extra $12 million GWB received over the value of his share when the Texas Rangers were sold?

In 1998 a GOP congress defined the threshhold for impeachment by impeaching Bill Clinton for telling a lie that was not a crime, about an event that was not a crime, in a forum of absolutely no importance to the Republic, and which had no consequences to the Republic.

George W. Bush lied to Congres, which is a federal crime. The events he lied about were of great importance to the Republic and resulted in many deaths and taxpayer expenses. Shouldn't the Republican standard for impeachment be applied to him?

Yes, liberals will triumph once again by complaining that Bush is incapable of achieving a perfect solution to every possible problem. It seems the only thing that would satisfy the left is metaphysical certainty that no better course of action could have been take.

I can imagine the investigations now, boldly finding out who picks out George Bush's ties and why he uses a half-windsor knot.

I respectfully disagree. To heterosexuals of President Clinton's generation, "have sex" means intercourse, and nothing else. So, when President Clinton said, "I did not have sexual relations with that woman, Ms. Lewinsky," It was literally true. And as for his deposition in the Paula Jones trial, the definition supplied was so bizarre and convoluted that President Clinton was right to provide a negative answer based on his understanding of the supplied definition.

In short, I do not accept any proposition that includes that President Clinton lied when denying having had sex with Ms. Lewinsky.

What are the Republicans so afraid of? I know what those Republican leaders who have committed numerous crimes are afraid of, but what of the everyday Republican voter? I don't see a compulsion to cover up the crimes of their representatives...

I was calling for investigations if the Democrats won the presidency in 2004, and that was investigations exposing Bush Sr. day forward, and I feel all the more strongly about such investigations with a congressional victory in 2006.

It's time for the crimes to stop.

Since Iran-Contra, there has been a serious constitutional crisis in this country, not to mention massive and epic failure of national security and strategic vision. The right wing has sold out the nation for electoral victories and get rich quick schemes. The latest in Iraq, where billions has gone unaccounted for, has merely been a transfer of funds from American taxpayers to Bush cronies. In a perfect world, the penalty for Bush would be life in prison or, if you believe in the dath penalty, execution.

Who is responsible? Accountable?

And, if you discovered that these same individuals got rich during all of this, allowed for their cronies to loot the public purse without oversight, what would be the proper penalty for that abject poverty of human feeling and criminal cynicism?

Forget the dignity of the office, and start considering the dignity of man, and woman, and put these bastards away. The whole crew deserve the worst the people and law are willing to give in terms of punishment.

There's a way out for Bush, and it's not Rove-raging the country. It's resigning or at least doing the right thing the rest of the presidential way. That means fully funding the troops in Iraq, making sure they have all the equipment they need to have the best chance of returning home to their family, friends, and loved ones, and ending the madness and bringing the whole episode to a close, while, at the same time, giving federal and congressional investigators full scope to clean out the rot that has become our sick and twisted government led by greedy, corporate, conservative whores.

The crimes, by American historical standards are middling. Crimes by very recent standards are worse, thanks in part to Republicans investigating semen stained dresses.

The real issue, for Republicans, is that they lied to their base about goverment spending and economic policy. They lied so deeply they might have caused permanent ad very serious damage to the economy. The government pspending under Bush is starting to grwo very fast, accelerating, and they and us know it will throw us into a serious downturn within a quarter or two. But they are so deep into the lie about tax policy they cannot escape their own rhetoric.

So, Republicans would rather bear the threat of being investigated for tapping into telepone switches then to be investigated for extraordinary bad policy.

What I find funny, ironic and, at the same time scary, in all this is the Republicans are saying that if you elect a Democratic House, they will engage in investigations. Their point, in its essence, is that as with the Clinton investigations, that these are entirely political, without substance and just about acquiring or retaining power.

They're saying that there is absolutely no public interest in knowing how Federal money is spent, how decisions to go to war are arrived at, or how decisions to spy on, jail and "render" Americans. It's all just political. Anyone who says that we should adhere to the constitution is making a baseless, political argument.

There is no substantive policy issue to investigate, they say. It's all politics. This idea--that there are no substantive issues--is profoundly part of their pitch. As we watch the consitution shrivel up and die, we should at least expect our elected representatives, of both parties, to call bullshit on this.

The public yearns for a Congress that will protect Americans from the excessess of an incompetent unaccountable administration gone wild, so Democrats have to refuse to tell the public that they are going to hold the administration accountable for either its incompetence or its excesses. There's likely a way to show voters how it all links together, whether it's lying about wmds to invade iraq and enrich the oilmen, cheney, and other war profiteers; to lying about their bullshit "trickle-down" theories, to their lies regarding domestic spying.

That's the trouble right now. Really most people are in the middle with variations particularly on religious/moral grounds (abortion, gay marriage, etc.). Most people are solidly democratic (small d) and for negotiation and compromise. Every election, so few seats are actually at risk, the politics tends to the extremes at this stage. Right before the election they seek the middle ground (GWBush would be a classic example 2000 and 2004). Then it depends on the margin.

That's why Bush has done what he wants for 4 of 6 years; fuck the majority of the country. People should feel alienated. Rove thought he could cast a spell. Fool me . . . er, . . . well, yeah. The people know the saying!

Democrats damn well better learn from Bill Clintons mistake in 1992, when he demurred over continuing the investigation of Iraqgate wherein George H.W. Bush aided and abetted Saddam Hussein by secretly arming him and giving him the precursor chemical and delivery systems to gas his own people. We all know how well that turned out, dont we? By not pursuing the criminal Bush family, Clinton essentially allowed his idiot son to seize power in 2000 and complete the destruction of America. Had Clinton gone after the elder Bush with guns blazing, none of the current mess we are in now might have happened. Clinton thought he was going to get bipartisan support as a result of going easy on the elder Bush, and instead got eight years of Republicans investigating his sex life and false accusations. The GOP also did not back one of Clintons initiatives, from the 1993 tax increases that led to a balanced budget in 1999 to attacking Osama bin Laden with cruise missiles in 1998 to the successful ending of ethnic cleansing in Kosovo. If the Dems think dropping investigations into this hideously corrupt administration is going to win support from the snakes in the GOP, they better think again. Robert Parry has written extensively on this. I strongly suggest that every Democrat read it.

idea is stupid, or more generously, accountability issues may appeal to some [angry liberals] and on some level be the 'right' thing to push - but are still beside the point when it comes to independents. Looking at new WaPo poll two things are clear: one, independents don't feel good about ANY politicians and therefore for one party to be thumping chest about integrity etc etc seems like a disconnect to me; two, the war remains the big issue with indies and the Dems still can't get that right and until they do [which may not be possible given the netroots antiwar rabble] I'd suggest they keep their powder dry and just let the GOP dangle. There's a danger in this of course, but given the Dems are at war with themselves viz the big issue any ambitously 'righteous' flanking manouver is bound to come up short in the face of an effective counter attack.

The republican investigations of the 90's were frivolous. The matters under investigation did not involve the Constitution. The abuses of the bush administration are serious and are Constitutional abuses. It is the job of the congress to hold the executive branch to account for Constitutional abuses. Ignoring violations of the Constitution is dereliction of duty. Lanny Davis may not care whether the admin lied and manipulated to go to war, but the American people do. Most especially those who are serving in Iraq and their relatives.

Time after time Dems allow themselves to be put on the defensive, as in the last election, and they lose. There is no reason to back down from a strong position on accountability.

Voter: "What will happen if Democrats resume control of Congress?"

Candidate: "Congressional oversight will be restored."

One trap the Democrats can't fall into is the GOP trick of "investigation=impeachment". Notice how often they try to equate the two (as they also did with "censure" when Feingold proposed that last month). For an example of what not to do, check out this Bob Kerrey quote from Sunday's NYT, completely letting the Republicans set the terms of the debate:

"'It's going to be very difficult to lead, because the loudest voices in both parties will be those that feel the strongest about their certitude,' [Kerrey] said. 'That's going to be the left: Impeach him! Investigate him!'"

What Dems need to do is turn it around so that investigation=oversight=accountability. Impeachment is a strawman. Even if you think it should happen, it won't. But accountability will happen, and it's vital to our democracy. It's also a winning political issue, if the Dems can avoid being mau-maued.

Goodness how times have changed. About 50 years ago conservatives like Clarence Manion decried the corruption of the political machines, the spoils system and party allegiances to Wall Street and the money men. The old conservatives were against international intervention and big government intrusion into the lives of Americans. Conservatives like Manion were so angry with the establishment they laid the foundation for the conservative revolution.

George Bush represents the apotheosis of this revolution and the antithesis. Although his rhetoric is movement conservative his actions and those of his allies are everything but. You have to go all the way back to the 19th century to find such a corrupt culture in Washington. The scandals, the subterfuge and the fleecing of the public coffers is endless from Enron, to no-bid contracts in Iraq, Indian payola, election shenanigans, outing CIA agents, Dick Cheneys secret energy task force. It makes Clintons oral sex and even Nixons break-in seem like amateur hour.

Certainly not since FDR or Lincoln (and they were dealing with real crisis) has any president claimed such sweeping executive powers. Far from recognizing the limited government that conservatives have cherished many historians think that Bush with his secret prisons, suspension of habeas corpus, extraordinary rendition, and wire tapping is the most imperial of all American presidents. Barry Goldwater rolls in his grave and Nancy Reagan prepares to fight the religious right over stem cell research.

The left speaks of needing Dems to win in 06 and 08 as if this will cure what ails the U.S. Dems wont continue to dole out earmarks in an effort to placate local constituencies? Dems wont game and manipulate the campaign finance system to maintain an edge in funding and electioneering? Dems arent personally just as greedy, self serving and chiefly interested in getting reelected as Republicans? Sure, there are areas we can hope for a different approach to governing. The judiciary and the enviroment would likely be treated far differently. Foreign interventionism might be reined in a bit. Reproductive rights might be maintained. These arent minor concerns and improvement would be appreciated. Nevertheless, I think expectations might be set too high for the electorate by touting how much things will change and get better under Democrats. At heart theyre the same bunch of money grubbing politicians we see on the right side of the aisle.

The question should be framed as: What will the Republicans do if they retain control of both chambers?

They will continue the quagmire, allow further deterioration of our rights, and spend like even drunker sailors.

That being said, who cares what the Democrats will do if elected? They only thing we know for sure is that it won't be worse.

Few other ways to see the investigation issue.

1) Blood in the water. If the GOP is whining about an issue - and trying to scare democrats off of it. Then that should be a signal for the democrats to pounce. Pound away on investigate the crooks. Not as if there aren't enough examples.

2) In order to fix something you have to know what went wrong. Thus before we start spending billions of dollars we should look at what went wrong. And there are tons examples from history of oversight paying off: like Harry Truman in WW II.

And the democrats should just start making fun of this whole "trust us line".
Trust us on tax cuts: massive deficits.
Trust us on intelligence: 9-11, Iraq, and a CIA in shambles.
Trust us on war: Taliban coming back, Iraq burning, etc.
Trust us on disasters: Katrina.

You really want to trust these guys with all your private information, really?

And for gods sake, don't be nice about it. If it's laughable - laugh.

It is rather humurous to watch trolls like Al-hole, American Chickenhawk and Freedom Fucker defend the possible Constitutional abuses of their failed president, yet were most likely cheering on the sidelines when the GOP went after everything Clinton tried to do.

Support the troops? Not when Clinton sent them to Kosovo. "They're going to run out of bullets!" Remember that one, trolls?

States' Rights? Only when a dem is in office. The GOP screamed "unfunded mandate" at every program Clinton tried to get through (even when they were fully funded by the feds), yet have no problem instiuting unfunded mandates of their own (NCLB? Medicare?).

I'd be very hesitant to bring impeachment hearings. The political climate in this country sucks, and another round of impeachment will only further spoil the waters. However, there has to be accountability and, if for no other reason than to reaffirm Congressional oversite, dems should investigate alleged Constitutional infractions by this administration and Congress.

If investigations dig up something that is so onerous that the public demands impeachment, then so be it, but otherwise, I would shy away from going that far. Let Dumbya and his minions stew in office for 2 years under a democratic Congress watching his every move.

Theoretically politicians are elected to uphold the law. Dems should emphatically say no to partisan witch hunts but if they find laws have been broken they have a duty to uphold and enforce the law. That's just basic civics.

Leading up to the election, I say downplay the investigations issue. When Republicans raise it, say "What are you so worried about? We have bigger problems than that to address."

In my view, democrats don't actually need to be proactive in this area during a campaign. Let the republicans dig their own grave! If they can't find anything positive to campaign on and are forced to resort to fears of impachment as a center-point of their campaign, they're creating winning conditions for the democtrats all by themselves. Dem's could just take the high-road and if pressed, ask what the repub's are so afraid of, etc. More to the point will be substantive positions on issue of concern to voters - not saving repub hides, but national security and the like.

The president's approval rating is around 30 percent. People regret voting for him. The Democrats should campaign on a platform of redemption -- by saying, "Yes, you made a mistake by voting for Bush in 2004. Make up for it by electing the Democrats, ousting Cheney and Bush, and clearing the field for an honest Republican presidential candidate in 2008."

But lie about a war, personal records, or fiscal plans - no big deal.

But what it shows is that the GOP has always been pretty good at winning the race to the bottom. They're good at giving people dumb reasons to whip up hatred. Thomas Frank pointed it out, but it's just amazing.

And they're very good at tagging each major democrat with some negative - Dean - scream, Kerry - flipper flopper, Hillary - oh now many things? Pelosi - SF liberal (read gay), etc.

But to tie to the earlier post, the poll numbers show a huge opportunity for the Democrats in the fall. The question is how best to take advantage of it?

Pour money into a few select races - or build the nation-wide organization and try to build a wave of support? And - just let the GOP hang themselves - or attack while they're weak?

Kerry hesitated in the spring of 2004 remember, and stopped the attacks. So, I'd say pick a few angles and have at it: accountability, responsibilty and competent.

And the flip - do you trust these guys on anything? if you want more of the same vote GOP - if you want responsible gov't vote Democratic.

I agree it's important to be aggressive. Republicans will try to label this as obstructionist. Democrats should label it as Congress doing it's job. Set the parameters of the debate on those line. If there are no improprieties, there is no need for investigations. Hammer that point, and Republican cries of obstructionism become implicit admissions of wrongdoing. "Why would this be a problem, Dr. Frist, unless you had something to hide?"

On the whole perjury thing, Perjury isn't as simple as the GOP would have you made out to be at that time.

There's another element to it, that is pretty much ignored. The question has to be asked in good faith.

Consider today's supposed capitulation to congressional oversight of the NSA programs. This shows how desperate Team Bush/Chenet is to get their man in to clean up. They want the confirmation hearing to back off and confirm Hayden. As soon as he is in they will imediately find ways to kill the oversight "cooperation". Either officially or by foot dragging.

1) Call it oversight, not investigaion, use every quote that Arlen Specter has made before his series of cave-ins, cite Jim Leach's call for a "Truman Commission" for Iraq, I'm sure Hagel, McCain and other have made a lot of statements that they could use for cover. Let the press point out that Specter, Hagel et al have never followed through on their promise to investigate, I mean conduct oversight.
2) Hammer on the fact that Congress is a co-equal branch of government, not a glorified advisory board.
3) Every time a reporter brings up impeachment, act all surprised about the cart being put before the horse.
4) Every time a Republican brings it up, ask exactly what act of the administration they're worried about as a potentially impeachable action.

The people in congress right now need to get busy and investigate corruption etc. in government. They need to follow the trail regardless of where it leads. We all know there are people from both parties that are dirty. It appears that right now the Republicans are in way deeper. This is likely because they have the power. Be that as it may clean government and oversight need to be on the top of the to do list of anyone that wants to be elected. The press should be making this the number one priority. Nothing else is possible, national security, protection of the American way of life, guarding the Constitution, none of it is possible with out cleaning up government. Of course the corporate owned press won't lift a finger for this and our "representitives" in congress won't either.
