VOTED OFF THE ISLAND?....As it happens, the Army Times has been critical of Donald Rumsfeld for some time now. But apparently George Bush's fervent support last week for Rumsfeld's plainly failed leadership has driven them over the edge, and along with their colleagues at the Navy Times, Air Force Times and Marine Corps Times they've released an editorial calling for his resignation, come what may on Tuesday:
It is one thing for the majority of Americans to think Rumsfeld has failed. But when the nation's current military leaders start to break publicly with their defense secretary, then it is clear that he is losing control of the institution he ostensibly leads.
That should make for bracing reading at commissaries around the world. I wonder if a summary has shown up yet in the copy of the Early Bird that Rumsfeld gets every morning?
The full editorial is here.

Kevin,
Aren't the papers in question actually owned by Gannett? I don't think officially sanctioned papers would dare print something damning of Rummy, for fear of getting dragged off to Gitmo, if nothing else. It's still good these papers are coming around though.
Posted by: Ghost of Tom Joad on November 4, 2006 at 12:09 PM | PERMALINK
Yes, they're owned by Gannett. I don't really think anyone expects an official Pentagon publication to call for its own boss's removal.
Posted by: Kevin Drum on November 4, 2006 at 12:10 PM | PERMALINK
I wish they'd specified their reasons for wanting him to go.

Ghost of Tom Joad, Chuck: it may be that the Army Times is privately owned ... but it's widely read and respected in the military world, and if its reporters say that the military leadership thinks Rumsfeld is a failure but won't say so publically because to do so would be dishonorable, it's a good bet that that's the case.

The latest issue of the AF Times had two interesting articles:
Pat Tillmans brother calls Iraq war illegal
PHOENIX The brother of NFL player-turned-Army Ranger Pat Tillman, who was killed in Afghanistan, has written a scathing indictment of the war in Iraq, calling it an illegal invasion. (For subscribers only)
Generals get frank
The more sober tone adopted recently by generals regarding events in Iraq has raised eyebrows in Washington, with military and congressional sources saying the blunt rhetoric reflects frustration among military leaders at the worsening situation in Iraq, as well their desire to preserve their credibility and insulate themselves from blame if the Iraq enterprise ends in disaster. (For subscribers only)
The AF Times has always had a balanced perspective on the military policy, and is almost universally read. I buy one every week and it gets passed around my workcenter.
While most military members are Republicans, there is more and more discussion about whether the "War" was a good idea. While there is no large scale dissension, if we were to pull out next month, there would be a sense of relief.

Billmon makes the following comment:
Now I despise Donald Rumsfeld as much as any commie pinko, but this kneejerk habit the generals have gotten into of blaming Rummy for all their problems in Iraq is getting pretty old. The Army's own failures -- most particularly, in deciding that because it doesn't like to fight guerrilla wars, it wouldn't prepare to fight one -- are well documented in Tom Ricks' Fiasco and elsewhere. The ossified bureaucracy obsessed with budgets, rank and military ceremony (in roughly that order), which led defense gadfly Chuck Spinney to label the Pentagon "the Versailles on the Potomac," had grown deeply dysfunctional long before Donald Rumsfeld came back to town.
Posted by: jayackroyd on November 4, 2006 at 12:42 PM | PERMALINK
And let's tackle it from the other side. Rumsfeld is not the problem. Rumsfeld has been doing exactly what Bush, Cheney, Rove and the whole executive administration thinks is the right idea. The problem is not Rumsfeld, it is the *entire* civilian military leadership, right up to the C-in-C, and probably includes a fair chunk of the top military leadership as well.

Ah, Kevin.
So now Kevin has to resort to quoting TWO-BIT newspapers for his Bush bashing quotes. Everyone knows the Army Times is just another liberal rag, owned by Gannet.
Hmmm, I wonder why Kevin never quotes newspapers that don't fall under his sphere of influence, like say the Washington Times? Does it shatter your illusion, Kevin? Does it SHATTER YOUR ILLUSION?!

re: egbert
The utter lack of self-awareness by the trolls here is just mind boggling. Egbert accuses Kevin of only quoting publications friendly to his own side, and then cites the Wasington Times as his favored source.
Also unbelievably silly. The Army Times is a liberal rag. Right.

The two official military publications (Stars & Stripes and Pacific Stars & Stripes) are edited by uniformed officers. These officers would be insubordinate if they published such an editorial, and that is a punishable offense.
The military Times publications are indeed published by Gannett, but they are anything but "liberal rags" thank you very much. The content is decidedly geared toward the branch of service they are marketing to.
Does anyone think if this was not a prevalent undercurrent they would risk their livlihood by alienating advertisers and the readers who buy the papers?
Posted by: Global Citizen on November 4, 2006 at 2:26 PM | PERMALINK
The real military outrage is in the fact that flag-rank officers (the ones Boehner said were at fault, not Rummy) will receive an 8% pay increase on 01 January. The troops in harms way and the junior and mid-rank officers who lead them will receive a 2.2% pay increase.
Here is a chart of military pay-grades, if anyone thinks that the Generals are underpaid.

As a former marketing director of Stars & Stripes, I can tell you with a high degree of certainty that there are NO uniformed officers currently editing the paper. And there hasn't been in some time. There are a handful of military billets for Stripes and most of those are filled by photographers and administrative personnel. The Stripes operation is mostly run by civilians.
While Stripes is indeed a publication of the DoD, it is editorially independent. And that independence is guaranteed by Congress. Also, Stripes runs no edtorials. Instead, it re-prints opinion columns from various wire services.
As for the Gannett-owned Military Times publications, their readers are mainly officers and senior enlisted personnel. For anyone who's spent more than 10 minutes in the newspaper business, the idea that Gannett is somehow a "liberal" company is laughable.

Looks like Cheney has come out of the closet -- he is no longer pretending that the GWB admin aspires for anything less than being a dictatorship. From his ABC interview yesterday:
"It may not be popular with the public -- it doesn't matter in the sense that we have to continue the mission and do what we think is right. And that's exactly what we're doing."
It doesn't matter what the public thinks, the GWB admin will do whatever the fuck it wants.
Time to get rid of these facists.

The Army Times also editorialized that Rummy should go in May of 2004 when the Abu Ghraib shitstorm broke.
Rummy's a corporate in-fighter. This is a positive attribute for gaining power in a large enterprise but by its very nature it stifles co-operation and creativity. With many hundred leaders and decades of experience in both State and the Military what does Rummy do? His very nature is to grab all the power and the decision making. Me! ME! Me!
Shinsecki's wisdom: out. Colin Powel's wisdom and resources: out. Intelligence agencies work product and evaluation: out. Me! Me! Me!
Rummy's boss, George Bush, has no knowledge of corporate gamesmanship and leadership styles. He knows that he is number one, which I think he must view as a goof, and he only tolerates umbilicytes in his inner circle.
I can't imagine the brilliant acerbic acaustic Rumsfeld even partially being humble and effacing with the mental boob that is Bush.
I can't get my mind around that. I can't.

Rumsfeld will stay. The alternative is confirmation hearings for a replacement; those confirmation hearings would likely be extremely ugly.
With a GOP-controlled and friendly senate, confirmation hearings might be containable. That is unlikely. Even if the GOP retains control of the Senate in '06, things are getting less friendly every day.
Of course Bush could go for a recess appointment in '07, which would avoid the issue until a new administration takes office. However, that would likely hurt more than help in the runup to '08.

Here's the Department of Defence Response to Army Times Editorial. More detail can be found at http://www.defenselink.mil/home/dodupdate/index-b.html
Nov. 4, 2006
On Saturday, Nov. 4, the Army Times published an editorial titled, Time for Rumsfeld to go. The editorial included a number of inaccurate and misleading statements.
SUMMARY:
THE ADMINISTRATION HAS PROVIDED A BALANCED PICTURE: The Department has always attempted to clearly and accurately describe the challenges our forces face in Iraq and Afghanistan. The Secretary above all has always been very measured in describing the progress U.S forces are making in what will undoubtedly be a long struggle in the War on Terror.
CHALLENGE THOSE WHO CLAIM ADMINISTRATION OFFERED A ROSY SCENARIO: We challenge those who say the Secretary has ever painted a rosy picture to provide his quotes as well as the full context of those remarks.
THIS IS OLD NEWS MASKED AS NEW NEWS: The new chorus of criticism noted by the editorials is actually old news and does not include commanders in the field, who remain committed to the mission.
INSULTING MILITARY COMMANDERS: The assertion, without evidence, that senior military officers are toeing the line is an insult to their judgment and integrity.
IRAQIS ARE RISKING THEIR LIVES FOR THEIR COUNTRY: Iraqi security forces are making slow but measurable progress. Hundreds of thousands of Iraqis have made themselves and their families targets and put their lives at risk for their new country. They are increasingly taking the lead in operations. The disparagement of these forces is completely unfounded.
CHALLENGE POSED BY ENEMY IS TOUGH: As long as the enemy is determined to thwart a free and democratic Iraq the stability throughout the country will fluctuate. However, the security situation is not monolithic across the country. Many parts of Iraq are relatively peaceful.
WE WILL GIVE TROOPS WHAT THEY NEED TO WIN: This country and the leadership of the Defense Department are going to ensure that our military forces have the resources to successfully carry out their mission. To suggest otherwise is simply wrong.
Posted by: ex-liberal on November 4, 2006 at 9:43 PM | PERMALINK
ex-lib, I'm sorry, but every one of the rejoinders offered by the Defense Department is a falsehood. Rumsfeld repeatedly and insistently said that the war in Iraq would be settled quickly. He dismissed the insurgency's dangers. He deliberately crushed dissent against his views. He refused to plan adequately for post-invasion Iraq. He said that "you go in with the army you have" not the one you need as an excuse for the poor protection offered our troops. The late David Hackworth's site has presented evidence that eighty per cent of Marine fatalities in Iraq have been caused by inadequate body armor. And he has allowed politically connected hacks like Halliburton to rip off our people there.
Rumsfeld is a catastrophic incompetent, the worst defense secretary since McNamara. And our men in Iraq have paid for his arrogance, his jackass stubbornness, and his incompetence with their blood, their lives, and their sanity.

Rumsfeld MUST GO.
Cheney MUST GO.
Bush MUST GO.
The trifecta of fools running, and ruining, our great nation.
The ultimate axis of evil war profiteers who are out to gut our nation's popular social programs by launching ill-advised, ill-planned and ill-executed "for profit" preemptive wars overseas while, at the same time, handing massive tax cuts and no-bid contracts to their corrupt corporate pals...during war-time.
And their soul-less zombie followers will show up at the polls on November 7th to blindly vote for more of the same...even though they'll only be screwing the future of their own children.
And here, all this time, I thought the Nazis were evil, or the greatest evil our nation has ever faced. In other words, the zombie-like Republicans are acting a whole lot like the zombie-like German people did while Hitler and his Nazi pals (especially the German industrialists) set about militarizing and ultimately destroying Germany.
A Vote for a Democrat on November 7th is a Vote for our Democracy.

What they are really saying is that the Commander in Chief is not fit to command.
Posted by: bob h on November 5, 2006 at 7:27 AM | PERMALINK
OK, I am finally ready to join the chorus calling for Rumsfeld to resign. I see his problem as being to much a minimalist, as in always trying to do a job with the least possible force. Clearly, if there were no very active terrorists in Iraq initially, there are plenty now and they grow more sophisticated.
We need to bring in a force large enough to mop up Anbar province and the Sunni/Imported Arab Baghdad terror presence, then take care of the Shi-ite militias.
I kind of doubt that the Dems are going to take control of the House Tuesday, but even if they do I expect another division to be headed to Iraq soon. We are finally pulling out of Bosnia and it may be safe for awhile to borrow troops from the Korean peninsula.
Incidentally, only 40% of our great World War Two army were high school graduates. Today the rate is 98%. If the U.S. had a Foreign Legion type wing that would take 60-yr-old Vietnam vets with problematic health I would sign up in an instant. Actually, I wish a new Sec. Def. would consider such a policy as there is plenty of call for garrison soldiers in Iraq, including for people to do things as simple as monitor video cameras positioned on perimeters and along highways.
Posted by: Mike Cook on November 5, 2006 at 7:43 AM | PERMALINK
Of course the enablers are now out there arguing that the Army, Navy Air Force and Marine Corps Times really don't have anything to do with the service. Or rather, one argument I saw at Sully's from a reader was that they have as much claim to represent the services as USA Today does the country.
What does it take with these people? Wow.
