This is classic Rove, and illustrates a technique he comes back to over and over again. He very frequently accuses Democrats of a charge that would more appropriately be leveled against Republicans. It's almost a tic with him. At first I thought the idea would be to get in his attack first, so that when the Democrats make the much more supportable charge, it makes the Democrats look like they're playing a childhood game of "I'm not, you are!"
