WHITE HOUSE HEARTS HELP BILL.... It looks like the health care reform plan crafted by Democrats on the Senate Health, Education, Labor, and Pensions (HELP) Committee has at least one important fan: President Obama.

The White House issued this statement this morning.

"Today the Senate HELP committee has produced legislation that lowers costs, protects choice of doctors and plans and assures quality and affordable health care for Americans. The Congressional Budget Office has now issued a more complete review of this bill, concluding that it will cost less and cover more Americans than originally estimated. It also contains provisions that will protect the coverage Americans get at work. When merged with the Senate Finance Committee's companion pieces, the Senate will be prepared to vote for health reform legislation that does not add to the deficit, reduces health care costs and covers 97% of Americans.

"The HELP Committee legislation reflects many of the principles I've laid out, such as reforms that will prohibit insurance companies from refusing coverage for people with pre-existing conditions and the concept of insurance exchanges where individuals can find affordable coverage if they lose their jobs, move or get sick. Such a marketplace would allow families and some small businesses the benefit of one-stop-shopping for their health care coverage and enable them to compare price and quality and pick the plan that best suits their needs.

"Among the choices that would be available in the exchange would be a public health insurance option. The public option would make health care affordable by increasing competition, providing more choices and keeping the insurance companies honest.

"The legislation also improves the quality of patient care, improves safety for patients and strengthens the commitment to preventive health care -- preventing people from getting sick in the first place."

Time will tell what's going to happen with the various provisions, but it's always encouraging when the White House reiterates its support for a public option.

As for the CBO numbers, Jonathan Cohn added this morning that there's still some confusion out there about the cost and coverage associated with the HELP Committee's plan, stemming from the fact that the proposal doesn't factor in measures that fall outside the committee's jurisdiction.

Bottom line: "Covering 95 percent of residents -- and 97 percent of legal residents -- through a program that will require outlays of around $1 to $1.3 trillion but should, if fully offset, not inflate the deficit by a dime."

Unless I'm reading Jonathan Cohn's article wrong, this is how statistics lie. The total cost of the program would be between one and 1.3 trillion dollars over 10 years. But the relevant committees and Obama have promised to keep the measure "budget neutral", and therefore the deficit will not go up a dime. It sounds like it's free, unless what it really means is that a deficit has already been projected, partly in anticipation of a health care reform bill, and this bill is perfectly in line with that projection. In other words, "the deficit won't go up" means "it won't go up any more than we said it would." So, am I reading that right?

If you can track it down, Obama indicated how he would pay for the additional cost in his speech to the AMA.

He's going to tax your insurance! That's how he's paying for it. So much for not raiseing my taxes Obama. I wouldn't have spent a year bashing Hillary if I knew Obama was a liar.

Rick - Are you one of these people who gets a hundred thousand dollars worth of health insurance from your employer. If not, take a breath.

CJ - I couldn't find the speech itself, but I found some articles about it. Thanks. He talked about things like the CER and on-line medical records. But is it his intent to offset the whole trillion?

Seems to me the whole "tax company health insurance" thing is pretty simple: if it is in the final bill health reform is dead for now.

Any such tax would be extremely unpopular with the people who vote in mid-term elections so no such tax will pass so any plan including it is dead.

This leaves me with two options for explaining why some people seem to support it. Either they want to sabotage health insurance reform or they are fools.

Ease up Rick the Dick. Only and the 28% that is in some way beholden to insurance/big-pharma or just an incompassionate asshole has a problem with real healthcare reform that covers everyone.

Rick - I don't find any quotes that suggests Obama favors taxing anything but executive level policies, which, assuming the recipients get over $250K/yr, would not violate any campaign promises. I see right wing media insisting that he will, and concern troll media suggesting that "there is speculation...", but nothing to justify hyperventilation. Feel free to share if you found something.

We are spending $2 trillion (and rising) PER YEAR on healthcare - so $1 trillion over 10 years should not hurt, especially since the upfront spending will bend the curve DOWN from $2 trillion per year to much much less.

Here's how Obama laid out how he wants to pay for it:

300 bring tax deductions for rich to reagan era
177 medicare part D inefficiencies
25 medicare reimbursements focus on no readmission
30 generic drugs
109 medicare match payments to economy
106 cut current spending on uninsured
75 efficient drug purchasing

among other things like health IT, it comes to $950 billion.

So what's the big deal, people???

Alan, as presently envisioned, if you're below a certain income - & unemployment would definitely fall below that - there will be subsidies helping you to pay for your insurance. Then when you got a job, you would pay all or some of the insurance costs, depending on how much money the new job got you, or switch to your employer's coverage. (For those of you who are upset about the government paying any of these costs - remember, right now, you're paying for the government to pay for this care in the emergency room - the absolutely most expensive place to get your healthcare.)

Too complex. All people want is a system in which the out of pocket amount creates NO anxiety.

The correct answer is Single Payer. Everybody pitches in (like now except the $$$ will be deflected to Medicare and away from insurance companies).

Use the insurance company's high rise buildings to house the homeless.

Wow, that's gotta be the most unparseable title for a blog post I've read all week. I had to read the first paragraph to find out there wasn't a bill (or a person named Bill) who was helped by a real or metaphorical heart of some sort supplied by the White House. I was trying to think of a clearer way of phrasing it, but realized that as long as you have "HELP BILL" in there, you'll have at least two different possible interpretations of pretty much any title.
