PRESIDENTIAL CARROTS.... With the fight over health care reform nearly over, a group of about 40 House Democrats will decide whether the effort succeeds or fails. The right's efforts to encourage these Dems to join Republicans in killing the reform proposal are pretty straightforward. But the push among supporters features two parallel angles.

We talked about the first earlier: unions like the SEIU and grassroots organizations like MoveOn.org are playing hardball, letting wavering Dems know their future in Democratic politics is in jeopardy if they make the wrong choice.

But while those sticks have been laid on the table, President Obama is still relying on carrots.

Mr. Obama is making daily telephone calls to Democrats who supported the health care bill last year, but have yet to decide how they intend to vote this time. He is also focusing on those who opposed the legislation, including Representative Dennis J. Kucinich of Ohio, who said the measure did not go far enough. [...]

The White House has signaled to lawmakers that assistance for midterm elections -- for example, presidential visits and fund-raisers -- will be prioritized for those who support the bill.

The president is doing more, apparently, than just working the phones. In at least one case, Rep. Scott Murphy (D-N.Y.), who voted against reform in November, was summoned to the White House for a one-on-one meeting with Obama. It's probably safe to assume there will be quite a few similar meetings over the next few days.

It's the key reason the president delayed his scheduled trip to Asia -- he needs to be twisting some arms at just the right moment. Will his efforts pay off? We'll know soon enough.

But this presidential lobbying highlights the underlying reality of why so many lawmakers have identified themselves as "undecided" over the last week or so -- they want leverage. By withholding support, they have it.

The RNC is exploring offering not to spend money to defeat House Dems who vote against HCR. Of course, their corporate benefactors would make up the difference, but the idea of it is as cynical as it gets and any Dem that would actually consider such an offer would be as callous as they come.

Let's just hope that they find out to their dismay that they not only have leverage, they have a big fat target on their backs. Not just from independent organizations but from the most powerful chief executive since the founding.

Why do I say this? Because of all the extra judicial survaillance and intelligence powers that we liberals are so concerned that Obama has not relinquished. Our arguments have always been that these powers are dangerous because they could be abused by being used for political reasons. In essence, A Republican President could use them against his Democratic rivals or vice versa. But consider the fact that these tools might be used in a more subtle manner to control one's own caucus. Ruthlessly. And these conservative yahoos would of course have no one but themselves to blame since they supported all this crap anyway. It really is sort of a twisted thing of beauty. So, I think we are probably getting to the point where it is nut cutting time. And The President is about to gain some serious control of this caucus. I think they won't know what hit them. But suddenly things are going to start breaking the right way.

Great idea, libs. Have the president personally bully and intimidate reps with consciences. Obama knows that most normal people find black men frightening and he's milking that for all he's worth. I warned you that he was likely to use these "gangsta" tactics but I guess the wisdom and experience of an old white man is worth nothing to this audience.

Go ahead and pass this abortion of a bill, but don't expect medical care. According to this story, more than 90 percent of physicians plan to quit if Obamacare becomes a sick reality.

The projection phenomenon that has largely escaped the notice of its right wing practitioners , shows no evidence of a seasonal change .
The idea of negotiating with wavering legislators immediately conjures a "... personally bully and intimidate..." feel , is a bit illuminating , to say the least .

Uh, Myke K, if you're going to post a survey, at least read it. Where' the 90% number? Up your ass, perchance? Ultimately, what does this unscientific survey show us? That the doctors chosen by this outfit to survey are as confused about HCR as you are. Plus, having Obama call wavering reps is exactly what every president does when big legislation comes up for a vote. You can try to hide your ignorance behind your racism, but you fail.

There's no way that a mass retirement of doctors would ever, ever, ever backfire on the medical professions. Nope. Never.

Riiiiggggt. No doubt, that's why the AMA endorsed the plan. (Given that the AMA opposed Clinton's health care plan, I think this is significant).

Other doctors groups that support the plan include: American Academy of Family Physicians, American Academy of Pediatrics, and the National Physicians Alliance

Dude, if 90% of the diseased maniacal neoRepublicans who are medical profiteers---posing to be doctors so they can cop the occasional feel and bleeds everyone's wallets dry to pay for their country-club fees---want to quit medicine, then that's all right with me. I understand that there are a lot of eminently-qualified physicians who are just waiting to come to America. Therefore, I propose a one-for-one trade: We export all the Randian medicos to derelict warships destined to become artificial reefs, and replace them with doctors who know how to be doctors FIRST.

Works for me....

And this is where the disater in MA comes back to bite Obama and Democrats in the Ass. Obama went down to MA and personally campaigned for Coakley. Put the full weight of the White House machine into gear during those last couple of weeks and LOST! IN MASSACHUSETTS!!

Yes the reasons are varied but to the average congressperson that translates to Obama not having coatails. It means he can't deliever votes when it matters. So offers of support will not go that far with them.

Obama has no coatails. But he probably has some sticks, and he should use them. But he won't. That's the lesson of the first year of his presidency. We have a weak, timorous, president. Hopefully he realizes it's all on the line on this issue.

That doesn't carry much weight considering that the RNC doesn't have much money to spend this year anyway.

Yes the reasons are varied but to the average congressperson that translates to Obama not having coatails. It means he can't deliever votes when it matters. So offers of support will not go that far with them.

When it is explained to the average congressperson by Obama that he had nothing to do with it, most of them will understand. What they all will understand, however, is that there are many other ways that Obama can help them and their districts that have nothing to do with whether or not he campaigns for them. And those offers of support, or withholding of support(federal dollars) in fact will go very far with them. IOW, money talks, bs walks.

You're betting a lot on the average congressperson being smart enough to figure something like that out. What evidence can you show me that the average Democrat in congress is indeed that bright?

One of the big reasons so many Democrats think this is a 'tough' vote is because they aren't smart enough to explain to their constituents help them and they fall into the trap of framing the issues in Republican terms.
