UKRAINE TO GIVE UP ITS HIGHLY ENRICHED URANIUM.... The Obama administration begins its Nuclear Security Summit today in Washington, a meeting described as "the largest gathering of world leaders arranged by a U.S. president since FDR set up the 1945 meeting leading to the United Nations." The question, though, has been whether the summit will produce tangible results and/or commitments on counter-proliferation.
It appears that at least one important breakthrough has already occurred.
President Viktor Yanukovich of Ukraine agreed to give up all of his country's stockpile of highly enriched uranium (HEU), White House press secretary Robert Gibbs announced Monday after President Obama's first ever meeting with Yanukovich at the Nuclear Security Summit.
Ukraine will also convert its nuclear reactors that use HEU to ones that will use low-enriched uranium.
HEU and weapons-grade plutonium could be used to make a weapon. The stated purpose of the summit is to prevent these materials -- roughly 2,100 tons of which exist throughout the globe -- from getting into the wrong hands.
After the USSR collapsed, suddenly-independent Ukraine suddenly possessed the third largest nuclear arsenal in the world. Eventually Ukraine (as well as Belarus and Kazakhstan) returned to Russia the nuclear weapons and delivery systems and signed the Nuclear Nonproliferation Treaty as a non-nuclear state.
Ukraine also inherited quite a bit of fissile material that could be used for a nuclear weapon.
Robert Gibbs told reporters the agreement with Ukrainian officials is "something that the United States has tried to make happen for more than 10 years. The material is enough to construct several nuclear weapons."
Spencer Ackerman added, "Ukraine is a really important country for nuclear proliferation purposes. Home to Chernobyl, the world's foremost symbol of nuclear insecurity, it's one of the countries that the Nunn-Lugar nuclear security program targeted for finance and technical assistance on safeguarding its Soviet-legacy nuclear materials."

When they "get rid" of it-- where does it go?
Are they selling it to Russia or something?

Looking forward to the Sec. of State, National Security Advisor, Sec. of Defense, Military chiefs, Sam Nunn, Richard Lugar, and others on the various news shows informing the American people about recent breakthroughs in nuclear security under the Obama Administration.

What's interesting here (beyond all the other points that had been raised) is that Yanukovich is Russia's hand-picked "golden boy"; he was the guy whom Russia tried to get "elected" several years ago. The Orange Revolution, Yushchenko and a general turn towards the West ensued at that time. But, during the last elections, Yanukovich beat Julia Timoshenko (Yushchenko's erst-while ally) and Ukraine's relationship with Russia is expected to tighten/improve significantly. Even if Obama hadn't already made a tentative pact with Russia to lower *its* stockpiles, Ukraine's decision to give up its weapons-grade uranium would have indicated a definite "thaw" in the right direction, because of the new Ukraine-Russia ties.

just imagine the progress Obama could make if he had more nuclear policy acumen like Sarah Palin does!

Great. Obama strengthens his Muslim terror buddies again! It's obvious that this is just the first step to making Alaska give up IT'S enriched uranium, leaving our northern borders absolutely defensiveless against the jihadi hordes.
It's no wonder Obama used his media minions to pressure Palin out. She not only would have kept a tight grip on Alaska's uranium, but would have made sure to not allow her partners in Ukraine to fall victim to Obama's Chicago-style strongarm tactics; which they are obviously too naive to properly understand. Without Palin in charge, we might as well just shoot ourselves now and save Obama the trouble. It's all downhill from here, folks.

Trying to figure out how this weakens America because Fox sure will.
I also heard one of the South American countries, maybe Argentina, is following suite with their supply of HEU.

This is a little off topic, but I was so glad to see a link button on this site finally. I try to post a lot of your articles on fb because I have some woefully ignorant family members in Georgia and Texas. So I try to be a good influence without being strident. But for some reason, even with the new fb link button, the link box that goes on my page always shows the title and the lede of the previous article I linked, not the current one (even though the link does go to the correct article.) Can this be fixed? I feel dorky posting a comment about HEU and the link box on fb says the article is about militias and chain email. I was having the same problem when I was just copying the url to paste a link, it always showed the wrong title. Weird.

This is the kind of thing that happens when you
organize a (nuclear) community.

Me thinks after 4 years the nobel prize would have been well deserved!!

Like Gorbachev, Obama is living up to his "anticipatory" Nobel Prize.

What incentives are there for countries to sign the nonproliferation treaty? Besides fewer nuclear weapons in the world.
