While other elements of the College Board’s plan echo the recommendations put forward by other groups, its proposal for an “adult Pell” is an important and intriguing contribution to the debate for financial aid reform. Taken together, these proposals present a growing sense of consensus and momentum toward ensuring that the federal financial aid system remains an effective lever for ensuring college access and success—at any age.
